Reserve Unit
RESERVE POLICE OFFICER
DEFINITION
To support the uniformed City of Sacramento Police Officers in
crowd and traffic control, and designated functions as described in
supplemental off-duty employment and police service volunteer
programs.
DISTINGUISHING CHARACTERISTICS
The classification of Reserve Police Officer is a non-career, part-
time exempt classification which is distinguished from that of
Police Officer in that the former classification has peace officer
powers limited to specific laws and ordinances and only when
performing assigned duties as set forth by the City's supplemental
off-duty employment and police service programs.
SUPERVISION RECEIVED AND EXERCISED
Immediate supervision is provided by higher level sworn personnel.
General supervision is provided by higher level sworn personnel
when performing specifically designated functions.
EXAMPLES OF DUTIES
Depending upon assignment, duties may include, but are not limited
to, the following:
- Assist the Police Department in safely directing the control
of vehicular, pedestrian, and bicycle traffic.
- Assist the Police Department in controlling crowds at major
events, gatherings, disasters, and any other special occasions
which may cause a large crowd to assemble or traffic to
congest.
- Conduct boat patrol on waterways within the jurisdiction of
the city of Sacramento.
- Provide security at City facilities.
- Provide hospital custody of prisoners.
- Enforce laws and ordinances directly related to assignment.
- Provide off-duty security when working with a City of
Sacramento Police Officer.
- Prepare necessary reports.
- Perform related duties as assigned in the Sacramento Police
Department General Orders manual regarding Reserve Police
Officers.
QUALIFICATIONS
Knowledge of:
- Sacramento Police Department General Orders, Special Orders
and reference manuals.
- Federal, State, and City codes and ordinances relating to
assigned duty.
- Court and evidence procedures.
Ability to:
- Observe, assimilate, remember, record, and recall pertinent facts and details.
- Apply selected knowledge (i.e., laws, department policies,
etc.) in analyzing information in order to decide on an
appropriate and reasonable course of action.
- Rationally and calmly take effective action in emergency and
stress situations.
- Deal courteously but firmly with the general public.
- Communicate clearly and concisely, orally and in writing.
- Understand and carry out written and oral instructions.
- Complete thorough, legible, and timely reports.
- Establish and maintain cooperative relationships with those
contacted in the course of work.
- Safely operate police vehicles including motorcycles, vans,
and boats.
- Apply physical arrest procedures and search techniques.
- Use firearms, ancillary police weaponry and weaponless
defense.
- Use first aid, including cardiopulmonary resuscitation
techniques.
Experience and Education:
High school diploma or G.E.D. equivalent
- AND -
Completion and current status of:
1. P.O.S.T. Basic Certificate, or
2. P.O.S.T. Reserve Officer Certificate
SPECIAL QUALIFICATIONS
Age:
Must be at least 21 years of age at time of appointment.
Citizenship:
Must be a citizen of the United States by the date of the appointment.
Driver License:
Possession of a valid California Class C Driver License at the time
of appointment. Individuals who do not meet this requirement due
to a physical disability will be reviewed on a case-by-case basis.
Respiratory Protective Equipment:
Work in this class may require wearing respiratory protective
equipment. When assigned to such work, facial hair must be shaven
when it interferes with the safe fitting of respiratory protective
equipment.
Felony Convictions:
Free of felony convictions under California Government Code Section
1029.
As a reserve police officer you must work a mandatory
8 hours of volunteer time per month. In addition, you must attend a monthly
Reserve officer general meeting (generally held on the 3rd Wednesday of
the month). Some of the jobs offered to the reserves are paid positions.
The current rate of pay is $21.00 per hour for level I and II. Level III
officers will receive $19.00 per hour. After a year of volunteer service,
Level I officers can work supplemental off-duty employment at $29.00 per
hour.
As a RESERVE POLICE OFFICER (Level I and II),
you will be wearing the same uniforms and be issued the same safety equipment
as the full-time officers. The only difference in appearance is a slightly
different badge. Level III officers will wear a light blue shirt and will
not be armed. Level III officers will be allowed to attend all training
offered to the reserve unit.
Weapons issued to Level I and II officers are
the Sig-Sauer P-226 (9mm), or P-225 (9mm). Officers will have the
option to carry the Sig-Sauer P-229 (.40 cal.), P-239 (.40cal or .9mm),
or P-220 (.45cal.) caliber weapons. The optional weapons must be purchased
at the officer's own expense.
